3. The Powers That Be

To this day, exactly who was calling the shots behind the scenes at WCW remains something of a mystery. Some say it was a swerve-obsessed booking team fronted by Vince Russo; others believe it was egocentric wrestlers like Hulk Hogan.

For a short while in the late '90s, this mystery was mirrored by a storyline in front of the cameras, when wrestlers and commentators began making mention of "The Powers That Be", a group which ostensibly controlled every facet of the product.

Like the Skype-using Monday Night Raw GM that followed a decade later, the men or women behind the group would direct traffic from a position of anonymity, never stepping in front of the curtain to reveal themselves to the viewing public.

The closest we came to an answer was when Vince Russo began adopting the name during a feud with a returning Roddy Piper. This seemed likely to be a false flag, though - it was Vince Russo, after all.
