It's Vince Russo, bro.
It's just as well Moose, Matt Cardona, and W. Morrissey didn't close out Hard To Kill, as they made a mockery of the product that was far too reminiscent of late-1990s and/or early-2000s World Championship Wrestling. If someone told you Vince Russo had booked this, you'd have to believe them.
Two ref bumps occurred, Chelsea Green got involved almost instantaneously, and the production team were a second close to missing Morrissey's dive over the ropes, which would have gained more traction on social media had it been given the proper care and attention. Instead, IMPACT's tech guys were too focused on a replay.
Some of this was good, but the match wasn't saveable. You knew it wasn't going to work when Green stood atop the stage for what felt like an eternity before diving off; if she's that pissed at Moose, why didn't she just run out and dive off in one swift motion? There was no need for the verbiage towards the World Champion, particularly as you couldn't really hear what she was saying anyway.
The ref bumps, unnecessary and clumsy-looking, led to the ending, with Moose pinning Cardona to retain the title. An expected ending - Moose vs. Morrissey is perhaps an IMPACT Plus monthly special headliner - in an otherwise-dire match.
