The pathway to WWF in 1991 (and back to WCW two years later) obviously required Flair to leave NWA and with this film's plot focusing on the tribulations of Flair's career as much as the successes, it makes sense that we'd see something of the conflict between the legend and WCW president Jim Herd.
Having resigned as head booker in 1990, Flair was asked to take a substantial pay cut despite being the company's top drawing star. Herd also reportedly wanted him to change his look (the legendary Spartacus weirdness) to evolve with the times. Because, famously, Spartacus was a very "now" aesthetic. When Flair disagreed, he was fired and the WCW World Heavyweight Championship was vacated.
This moment of friction is important in the grand overcoming scheme of things. And it would take a formidable actor to play the character. Someone like Alec Baldwin would be great, but he's a bit big time. So maybe someone like former Family Feud host John O'Hurley who has a massive number of acting credits to his name, importantly including The Flintstones & WWE: Stone Age SmackDown!
