Reason: Fractured relationship with Vince McMahon.

The Wrestling Observer had a field day reporting on the fact that Luke Harper wanted out of his WWE contract last year. Vince McMahon wasn't keen on letting the former Wyatt Family man and Bludgeon Brother go, but he didn't seem intent on using Harper much either. He was left rotting on the sidelines.

As the story goes, McMahon wasn't impressed by a dark match between Harper and EC3 shortly after WrestleMania 35, and all plans for Luke's return to TV were cancelled. This back-and-forth misery continued until he made a brief comeback at Clash Of Champions 2019 and reunited with his old pal Erick Rowan.

In other words, any relationship Harper and McMahon did share soured. The wrestler believed he was being kept under lock and key for no good reason, and his boss felt the want-away worker deserved to be punished for requesting his release. That's why, when Harper did ask to leave, Vince extended his contract by six months, apparently to make up for lost time when the big man was injured.
