Before taking the reins of Raw in 2007, William Regal had authoritative experience as WWE Commissioner in 2001. From there on out, he resumed his role as an active member on the roster for the next several years.

In August 2007, Jonathon Coachman created a Battle Royal featuring the Raw roster where the winner would become the new general manager of the program. It was a barbaric idea in storyline, especially since The Sandman came close to winning, but luckily for Coachman, it was the refined Regal who won the matchup and the title of Raw GM.

Regal's first few months running Raw were fairly forgettable, taking a backseat to the much more prominent Mr. McMahon and Hornswoggle storyline. But it was after WrestleMania 24 that he really kicked it into high gear and abused his power, abruptly ending Raw without notice and turning the lights off during matches.

As the reigning 2008 King of the Ring, Raw GM, and the self-proclaimed most powerful entity in WWE, Regal felt he was being disrespected and took out his aggression on the entire WWE fandom as well as the Raw roster. A masterful heel, he had no redeemable qualities about him. It's possible he would have had a run as WWE champion had he not violated the Wellness Policy and gotten himself suspended.
