2. Stone Cold Steve Austin
When Stone Cold Steve Austin wrestled his final match against The Rock at WrestleMania 19, he likely thought his days as a Raw regular after seven years were over. His firing at the hands of Eric Bischoff the night after WrestleMania seemingly spelled the end of The Texas Rattlesnake on WWE TV, only for him to be brought back by Linda McMahon as the co-general manager of Raw alongside Bischoff the very next week.
He and Bischoff had such great chemistry together that Austin didn't need to get physical often in order to be entertaining. He dished out a Stone Cold Stunner here and there when necessary, but the interactions alone between him and members of the Raw roster including Chris Jericho and Christian were exciting enough to keep fans engaged in his character.
It also breathed new life into the heel authority figure story arch that had been going on for years at that point, not to mention he was in the role of the man who had been his biggest adversary over the course of his career, Mr. McMahon. The greatest part about the gig was that he appeared to be enjoying himself as well, and a motivated Stone Cold is the best Stone Cold. Even after he lost his spot as co-GM at Survivor Series, he stuck around as the Sheriff of Raw through the first half of 2004.
