4. Kurt Angle
Kurt Angle deserved to be WWE Champion. Let's just get that out of the way right off. And even though his ascension to the top of the card was swift, it was impossible to deny that he earned his spot with exceptional skills in the ring and consistently improving mic work.
Angle held many titles and accumulated a vast array of achievements after his debut in 1998, and initially it seemed like the WWE Championship might just be another notch on his bedpost.
Thankfully, Angle continued to elevate his abilities on the mic once he became the champ, engaging in some very memorable back-and-forths with The Rock during his first reign.
The Olympic Gold Medalist was an easy guy to hate, and a pretty fun villain really. His wholesomeness just looked off compared to the rest of the roster, and his obnoxious energy turned him into an ideal heel titleholder.
More importantly though, the dude brought it time and time again inside the ring, regardless of who he was defending the title against. And every time he came back out on top, a part of you wanted to punch him right in the face, but another part of you had to respect the guy's talent.
Eventually, it made sense for him to turn babyface as the Invasion storyline took off, because Angle looked like pure gold next to that B Squad.
