In truth, there isn't even a real argument that can be made against this. After pulling off the most memorable of cash-ins during the main event of WrestleMania 31, Seth Rollins went on to hold the WWE World Heavyweight Championship for 220 days, with his reign only coming to an end when his knee buckled under the weight of carrying the entire company. Well, in his words at least.

Despite the opportunistic manner in which he won the championship, Seth Rollins was treated more like a genuine champion than any other individual to cash-in that notorious briefcase. He defended his championship against Dean Ambrose, Sting, John Cena, Neville and others, and whilst he didn't exactly defend it cleanly all the time he was backed by The Authority throughout, meaning he never was going to defend it cleanly.

Still, time plus presentation sets Rollins way out ahead on this list. In itself, that is a fairly damning indictment of the booking of those who have cashed-in the briefcase.

Dean Ambrose doing so presents WWE with an opportunity to rehabilitate the entire Money in the Bank trope. We can only hope that opportunity is taken.
