10. Jack Swagger - 2010
Poor old Jack Swagger. When people talk of the briefcase and subsequent championship wins being bestowed upon someone who clearly isn't ready for it, it is Jack Swagger that they are thinking of. Swagger was the least likely man to win the briefcase in a match that included Matt Hardy and Shelton Benjamin, the latter whom by this point was in the match purely to jump off things.
Swagger cashed-in on Chris Jericho shortly after, and immediately took on a more serious demeanour. It was clear to all and sundry that WWE weren't entirely serious about him as champion however, and his reign soon became defined by how weak he looked.
But despite this, Swagger held on to the title for 82 days. This puts him equal with Kurt Angle for cumulative reigns with the World Heavyweight Championship, and ahead of Big Show, Christian and others. He defended the title (weakly, but still successfully) against Randy Orton, Show and others.
It wasn't great, it wasn't even good, but it is a sign of how poor the cash-in champions have been booked that it isn't the worst.
