It's hard to ignore the filter of unhappiness when recalling Deano's final reign as Intercontinental Champion in late-2018/early-2019. The current AEW World Champion did not really want to be in WWE when he was strutting around with the secondary strap, nor did he care much about making his run meaningful.
The future Jon Moxley just wanted out.
That colours his positioning here, not least because the man's previous two IC Championship runs had great matches galore to count on. For his third sprint at the title in 2018-2019, Ambrose couldn't claim the same high quality or motivation of old. The only match worth talking about is an underrated 'Falls Count Anywhere' clash with Seth Rollins on the 7 January 2019 Raw.
Aside from that, Dean's reign was unremarkable. At one point, he even tried to mimic John Cena's US Title 'Open Challenge' against guys like Apollo Crews and Tyler Breeze. When that didn't work, WWE went back to the Rollins rivalry and then Ambrose lost the belt in a Triple Threat to Bobby Lashley.
