One of the worst pay-per-views ever was maybe the worst until WWE entered the content super-service era and quality control went through the floor.

In terms of charging punters a one-off fee for a one-off show, this remains surely the biggest insult from company to customer. The main event Extreme Elimination Chamber was an ill-advised disaster, and a low-rent undercard barely passed for a standard episode of the derided ECW TV show.
