9. Jeff Hardy
Granted, Jeff Hardy was in a tag team for much of his initial WWE run, but he was clearly being targeted for bigger things, winning singles titles in 2001 such as the Hardcore, Light Heavyweight and Intercontinental Championships, the latter by beating Triple H. By 2002, Hardy began receiving a singles push, winning the European Championship and fighting the Undertaker for the Undisputed Championship. While Hardy certainly wasnt in The Rocks league in 2002-03, he definitely would have presented a unique challenge for The Great One. Sure, the promos (a big part of many Rock feuds) would have sucked, but Hardys high-flying offense would have forced Rock to change strategy and approach. You can almost see Rocky countering Twist of Fate with a Rock Bottom for a hard-fought victory. Pairing them up would have made for an entertaining mini-feud that would have captured fans attention and imagination. Its a shame no one pulled the trigger on that one.
