Monday's Raw opened up with Lana challenging Roman Reigns to a United States Championship rematch on behalf of her husband, Rusev. "The Bulgarian Brute" eventually got involved and attacked "The Guy," but Reigns made a comeback and threw down a gauntlet of his own - he demanded a bout with Rusev at the Hell in a Cell Pay-Per-View in the titular match.

Reigns and Rusev have been feuding ever since the summer, when Reigns interrupted the then-U.S. Champion's wedding celebration on Raw. A match between the two was booked for SummerSlam, but it ended up not taking place as the former WWE World Champion attacked Rusev before the bout could get underway. Their feud continued throughout September, eventually leading to Reigns beating Rusev for the title at Clash of Champions.

Reigns's program with Rusev has been part of a concerned effort by WWE to remove him from the main event following a Wellness Policy suspension. The hope of management is to create some goodwill for Reigns amongst vocally displeased fans before placing him back at the top of the card.
