3. Rick Rude
Like DiBiase, Rick Rude was one of the best heels in WWF/WWE during the late 80s and early 90s. He was absolutely awesome on the microphone (his whole What Id like to have right now spiels he did before taking off his robe and swiveling his hips before each match were beyond priceless) and he was one of the best ever at drawing heat from the crowd. He was also one hell of a wrestler who could wrestle circles around most of his opponents (especially the Ultimate Warrior, who he feuded with several times and actually beat for the Intercontinental Title at Wrestlemania V in 1989). During his career he had several memorable feuds with Jake Roberts, Ricky Steamboat, and Roddy Piper that showcased his abilities and talents but he was never able to capture the World Title. A real pity as he would have no doubt shined as the WWF/WWE World Heavyweight Champion.
