6. Too Many Repeat Winners

Cena Every time the WWE has booked a repeat winner, they have sacrificed the opportunity to make a new star. A man like John Cena is a made star, a second Rumble win does nothing for him. When Cena won the 2013 Royal Rumble it was just another Cena success. He won that match by lastly eliminating Ryback. Imagine if WWE had gave Ryback the opportunity instead, it would have raised his profile considerably (at the time he was already one of the most over acts in the company). Sure Ryback is a limited worker, but even more reason to give him something like a Rumble win to paper over the cracks and raise his credibility. Instead WWE gave the win to a guy who didn't need it. The missed opportunities for fresh stars has been made many times through the Rumble history. Austin won it 3 times, Cena , Hogan and Michaels twice. That's 9 times there could have been a new star created. Cena will probably win a third Rumble before he is all said and done. Hopefully at Royal Rumble 2014 we will be treated to a first time winner.
