6. Vickie Guerrero

Whether it be as an assistant, managing supervisor, consultant or general manager, Vickie Guerrero has been an authority figure more times than anyone else in WWE history. If being general manager was a championship, Vickie would be right up there with the likes of John Cena and Ric Flair for most reigns. Vickie first debuted on WWE TV in the storyline between Rey Mysterio and Eddie Guerrero in 2005, but didn't maintain a regular role until becoming the new general manager of SmackDown in late 2007. From there, Vickie became one of the most despised personalities in all of pro wrestling with a simple two word catchphrase: "Excuse me!" From her signature wheelchair to her marriage to Edge to her unforgettable feud with The Undertaker, Vickie was the central focus of SmackDown for a grand portion of 2008. She reigned as the Raw General Manager briefly in 2009 before serving as the consultant to SmackDown GM Teddy Long in 2010-2011. She'd switch between the two brands in the years that followed. She currently serves as the GM of SmackDown, though like Brad Maddox she hardly makes any appearances. Only an elite few have had the title of general manager of Raw and SmackDown at the same time with John Laurinaitis being the last person to do so in 2012. Vickie has had her run-ins with The Authority in the past, but more often than not, they're on the same page. Thus, The Authority could allow Vickie to rule over both brands until a new permanent Raw GM can be named. Vickie as an authority figure has grown tiresome over the years, but there's no denying that she flourishes in the role. It may not be the most popular choice, but it definitely is a plausible one.
