4. Paul Heyman

Originally the head promoter of Extreme Championship Wrestling, Paul Heyman jumped ship to WWE in 2001 and took over the reins of SmackDown General Manager in October 2003. After being drafted to Raw the following March, Heyman left his post as the GM of SmackDown and "quit" the WWE. He also served as the official on-air authority for the revamped ECW brand from June to December 2006 prior to his legitimate departure from the company. While his tenure as GM was relatively brief in both cases, he proved in that short time that he had a knack for it and was just as good of a GM as he was as a manager. Due to this, Heyman was considered a shoe-in for the Raw GM position when it was declared vacant in June 2012. Many fans figured that Heyman would goad Triple H into giving him the spot in exchange for a match with Brock Lesnar (the man who broke his arm that April) at SummerSlam. This, however, did not ultimately come to fruition. The genius behind ECW even put himself into the running when AJ Lee was fired as Raw GM that October, but the position was instead given to Vickie Guerrero. As excellent of a manager that he has proven to be since he returned to WWE in 2012, one must wonder how entertaining of a GM Heyman would be if he was given the chance to run Raw. As noted, Heyman has history with Triple H and even as a heel The Game has always tried to make life as miserable as possible for him, but it's still food for thought. When Heyman's pairing with Cesaro runs its course (which hopefully won't be any time soon), it'd be wise for Heyman to switch things up by becoming the new general manager of the flagship show. He's already taken SmackDown and ECW to new heights, so why not Raw?
