It seemed like it was just a personal thing to entertain Vince McMahon. How does somebody come up with for the idea of who anyway? "Hey Vince, let's put somebody in a mask, call them Who and then just makes jokes about it as if we're doing that 'Who's on first?' sketch." This is one of those gimmicks that makes it hard to call Vince McMahon a "genius" because he actually put the Who character on television. Who portrayed the character of Who? It was Jim Neidhart. They had to put a mask on the guy because if he wrestled without one everybody would know who he was. It became a running joke too. Any time somebody says "Jim Neidhart" you should always always follow it up with a "Who" because that's the right thing to do.
