13. TL Hopper

What was TL Hopper? An evil plumber. Not only that, but he brought a plunger to the ring and nicknamed her Betsy. This feels like one of those things that somebody is making up as a joke, yet Vince McMahon paid this guy money to be TL Hopper. Hopper didn't have a successful career in WWE because the gimmick was just too stupid. They never really got behind the character likely because it was such a limited gimmick. Plus, they likely regretted it after airing vignettes and putting on matches where people barely responded to him. The Wrestling Plumber had a short life in WWE. At least he was good at fixing a toilet. Nobody likes a clogged toilet.
