4. Mr. Perfect, 1990

http://www.youtube.com/watch?v=-gcjVk4bcG4 If Mr. Perfect had come along five or ten years later, he almost certainly would have been WWE Champion. His sports vignettes (where he was able to master every sport from football, to hockey, to baseball to the gruelling sports of bowling and darts) were among the most entertaining pieces of work the WWE has ever produced. His pre-match promos were intense, and made you believe he truly wanted to win every match he partook in. And, of course, his prowess in the ring gave rise to some of the most classic matches in pro wrestling history. The problem, however, was timing. Mr. Perfect was hitting his stride in the WWE at a time when faces always carried the belt. To make matters more difficult for Mr. Perfect, Hulk Hogan was still riding high as the top star, and perpetual WWE Champion. In the 80s and early 90s, the only time heels got the strap was when a transition was needed from one face champion to another. Mr. Perfect got to have two long Intercontinental Title reigns, but the fact remains that he could have been a great WWE champion.
