7. Cody Rhodes
There was a time when Cody Rhodes was the most compelling and fascinating character in the entire WWE. After suffering an injury in a match with Rey Mysterio, his entertaining, yet somewhat flat character, "Dashing" Cody Rhodes, underwent a massive shift. He returned wearing a clear, protective face mask and got a brand new theme and attitude. Spurned from the psychological drama of what he believed to be his hideously scarred face, Cody became "Un-Dashing", and sought to ruin everything beautiful in the WWE. This change in gimmick was exactly what Cody needed. The Dashing element was fun, but it lacked depth. Once Cody became the deeply disturbed and calculating upgrade of his former self, he gained a true sense of confidence that a main event player needs. He had an added bonus in that he was able to physically interact with the audience, which was always a plus. As Cody came out to the ring, he brought paper bags with him that he would use to cover up the "lying eyes" he saw staring at him from the crowd. It was a riveting time for Cody, and the prospect for how high he could soar with this character was very exciting. Fast forward to 2014, and Cody is working the tag division with his older brother Dustin, as Goldust. Granted, it's better than being relegated to Superstars duty, but the Un-Dashing character was one of the most brilliant WWE persona in the last decade. He was scary and haunting, with one of the most eerie entrance themes to date. He also possessed the ring presence of an old-school veteran, despite having only been in the business for 5 years. I believe that Cody will one day become a top star, but I will also fear that the best time to pull the trigger on Cody has already passed.
