As mentioned, WWE has done such a s***ty job of trying to get fans to believe that Hell in a Cell is actually any more dangerous than a regular match you’ll see on Raw or SmackDown. They had a lot of work to do on Raw to try and restore the mystique of the once mighty contest.

One man was given the unenviable task of attempting to work one month’s worth of lost emotion into one promo, and that man’s name is Mick Foley. It was not a good choice.

Foley has a dial of intensity for his promos, but it only has a 1 and a 10, 2 through 9 seem to be broken. So he’s either having a pleasant, jovial conversation with a wrestler, or he’s shrieking as if he’s being stabbed with a fork. The latter describes his work on Monday for the contract signing segment.

In the Attitude Era, Rock and Austin may have had the most crowd pleasing promos, but Foley’s were often a lot more interesting and nuanced. All of that has now gone out the window, as he feels that yelling all the time is just the best way to go. WWE needed a hero on Raw to make Hell in a Cell mean something once again, but there was none to be found.
