Instead, he fancies seeing Paul E almost cost Roman Reigns his prize, then watching as Brock steals the physical belt.

Why not, eh? Brock and Roman are destined to fight forever anyway.

Reigns can still run around questioning Heyman on SmackDown over the next few weeks without his Universal Title. That'd add a fresh wrinkle to the idea that Paul E is a mole, and it'd almost let Roman hold Heyman to ransom so Lesnar returns his strap safely in the end.

Whatever WWE's long-term plan is, one thing's for sure: Heyman has to come eerily close to f*cking everything up for the Bloodline and accidentally (accidentally on purpose?) crowning Brock the new Universal Champ.
