13. Nunzio
The underrated Nunzio held the Cruiserweight Title twice, but neither reign was much cop, really. His first reign began on August 5th, 2005 when he defeated Paul London for the belt on an episode of Velocity.
There's actually some interesting backstory here, as London was set for a lengthy reign until he has the gall to speak up to Vince McMahon about Vince's recent decision to ban high-flying moves like the Shooting Star Press and 450 Splash. To London, outlawing such moves took away what made the cruisers special and was adamant that Vince change his mind.
McMahon, however, was unmoved by his pleas and was actually annoyed that London would go directly to him with such a concern and challenge his decision. Hence the sudden title loss on the weekend C show. Not that Nunzio was complaining, since he was now the champion (not that it really changed his fortunes all that much).
Nunzio ended up dropping the title to Juventud Guerrera at No Mercy in October, but won it back from 'The Juice' at a Smackdown house show in Rome, Italy on November 15th. That was just a device used to pop the 'hometown' crowd, though, and The Sicilian Shooter dropped the strap once more a week later at a Smackdown taping in Sheffield, England.
Nunzio wasn't a terrible Cruiserweight Champion or anything, but he had no real standout matches and it was obvious that management didn't have much for him, with him mainly wrestling on Velocity.
