2. Drew McIntyre
Drew McIntyre may have beaten everyone who has dared to challenge him for the WWE Championship thus far, but thanks to a number of lengthy programs (some of which spanned multiple PPVs) he hasn't beaten everyone.
While his defeat of Brock Lesnar at the Showcase of Immortals was undoubtedly the right choice, his title reign didn't get off the ground immediately. His current program with Randy Orton is helping it do that and - Ambulance match gimmicks aside - it has done a great job of portraying him as a dominant fighting champion. And now that he's finally where he needs to be, the sky is the limit for the Scottish Psychopath.
The truth is that there is still a lot of the kingdom left for the WWE Champion to conquer - including a potential future program with Keith Lee - so it simply wouldn't make any sense to move him now. With that in mind - not-to-mention the fact that he is Raw's premiere male champion - Drew needs to remain where he is post-Draft.
