Before Hell in a Cell, some on Twitter opined that WWE would be wise to mimic the magic of WrestleMania 13 and spring a little double turn action for Becky Lynch and Charlotte Flair. Unlike back then, when the company were happy to experiment with organic change, there's a plan they want to stick to.

In the modern era, WWE are more inclined to press forward with what they want, not the fans.

That's why Lynch is still cast as the chief villain of her feud with Flair in spite of fan support. Don't despair though, because things might become more palatable in the future. WWE must know that Flair is better as a heel, and Becky's point blank refusal of her half-hearted handshake post-match at HIAC should become an important plot point later.

This might sow the seeds for Charlotte to return to her ice queen roots, something that'd simultaneously set the wheels in motion for Lynch to become the hardened anti-heroine fans seem to crave.
