8. Mojo Rawley
There's no justifiable reason to exclude Mojo Rawley from the Royal Rumble.
Yes, SmackDown's midcard kinda sucks, but he's now one of the group's most prominent players. If Tye Dillinger, who has wrestled just one televised bout since October, can make the cut, then so can Mojo.
The Hype Bros' split was met with widespread eye-rolls from the WWE faithful. For all his enthusiasm, Rawley had never shown anything to suggest he'd be a successful singles star, but has defied all expectations since then. His ring-work is becoming increasingly heated and aggressive, though his moveset remains limited. It's through his promos that Mojo has excelled the most, however. Trading back-and-forth barbs with Zack Ryder presented Rawley as an effective talker who, if not hamstrung by trite main roster writing, can likely get over on the strength of his character alone.
He won't be winning, but he should have a decent Rumble run, given his recent focus.
