4. Sheamus
Sheamus is not as good or as over as anyone else who has won the Rumble twice but his current form and more than likely high profile match at Mania draws me to think he could pull it off twice in two years. Considering as well that WWE dont class the Rumble quite as highly as they used too could mean they may allow someone who is not a genuine superstar to win it twice. Sheamus has also lost quite a bit of momentum lately and a quick injection of Rumble Victory would likely cure that until after WrestleMania is over.
