The first question is whether this'll even go ahead. WWE squandered a glorious opportunity to teach fans at the Starrcade special that their live events are not a complete waste of time and money, when they failed to deliver a Last Man Standing match between Rusev and Lashley as advertised.
Obviously, the plan was never to actually put a feud-ending fight on at the first hurdle, but create more fervour about an angle precisely one man is interested in ahead of their real first contest. So yes, restraining order or no, this'll happen (though WWE's understanding of such legalities is pretty shoddy anyway).
The other question, then, is exactly how long this'll go on? Vince McMahon reportedly loves it, and so long as that remains true, we're in for the long haul. Which means a Rusev victory isn't happening just yet. Though don't rule out Lana going through a table, two-timing debauchée that she is (yes, it's 1998 again).
Prediction: Lashley, but actually, who cares?
