9. Jeff Hardy
Jeff Hardy is rumored to be returning to WWE in 2016, and there'd be no better way for him to jump back to the top of the card than with a feud with Triple H. Both men clashed before - back when Triple H was a babyface and Hardy was breaking into the main event - but a heated feud with the two never took place. As one of the most popular superstars of the 21st century - and one with an anti-establishment bent, to say the least - Hardy would make a perfect foil for The Authority. He could return on Raw and attack Triple H, then explain that he was tired of seeing his former opponent run roughshod over the entire company. Hardy would instantly be as beloved as he was in 2008 and 2009, and a WrestleMania match between the two would seem like a spectacle worthy of the show of shows - while Hardy was never a headliner like The Rock, absence makes the heart grow fonder.
