10. Dolph Ziggler

As one of WWE's most popular (if underutilized) babyfaces, Dolph Ziggler has been a recurring thorn in the side of The Authority since the group first formed. While they've typically gotten the better of the athletic underdog, one of Dolph's all-time greatest victories came at their expense, when at Survivor Series 2014, he outlasted Triple H's chosen team to banish "The Game" and Stephanie McMahon from WWE. Granted, the bosses were back six weeks later, but Dolph came through that night. A year later, Ziggler hasn't made any upward motion, but all of that could change if he were to renew his feud with the heel faction. His talent and crowd reaction ensure that fans always see him as a legitimate star, and building him up properly would create a new main event talent when WWE really needs one. Plus, Triple H typically needs an opponent who can carry the physical end of a match, and Dolph fits that category perfectly.
