10 Best Comic Book Villains (That Had No Powers)

The bane of Batman's life, the Joker is not just the greatest non-powered villain, but the greatest villain of all time. He is certified insane and he stops at nothing to make sure that the Dark Knight is always at breaking point, whenever he raises his evil head.

No price is too high to pay in his quest to destroy his hated enemy, and his contempt for human life, meta or otherwise, always guarantees a high body count whenever he puts one of his ideas into motion. He kills with impunity, and no-one is safe when he is free from Arkham (just ask Jason Todd).

He really does want to watch the world burn, and there is very little method to his madness, outside of a strange belief that what he does is for the betterment of Batman.

Having been around as long as the Caped Crusader, you would think that he would have, by now, found someone else to lavish his attention on. But, outside of a few cameos (including being the trigger that sends Superman over the edge in Injustice), he has only ever had crazy eyes for the Bat.

And long may that continue.
