3. US Agent
Despite being a symbol of the USA, Captain America has often clashed with its government. The main source of this conflict (when neither of them is being controlled by Hydra) is Steve Rogers' desire to represent all the citizens of America rather than just one political group.
During the 80's, this argument got so bad that Steve gave-up the Captain America identity... again. The government decided to find a replacement who would work directly for them and appointed the former ant-hero Super-Patriot as the new Captain America.
John Walker was everything the government could have asked for, a patriotic yes-man who would follow orders without question. He was also a reactionary xenophobic meathead who beat one of his enemies to death and left another two (who were also his former partners) to die in a fire, but sometimes you've got to take the rough with the smooth.
Walker's time as Captain America pushed him closer and closer towards a breakdown as the stress began to get to him. He also gained a new found respect for Steve Rogers though and, after teaming up with him to stop the Red Skull, handed the mantle back to him.
John then took up the name US Agent and joined the Avengers for a while until they kicked him off for being too much of a jerk.
