10. Silver Surfer
This wandering soul wields the power cosmic, which allows him to manipulate energy on a planetary scale, see through time and alter his size. And on occasion, it's allowed him to match the Hulk's strength and then some. In an analysis of 19 fights between the two, John Cimino only came up with one where the Hulk was the clear winner, versus three for the Silver Surfer (the rest were draws). Just to make those losses sting even more, the Surfer is kind of a pretentious hipster, so this is like the Rolling Stones losing to the Decembrists.
