9. Superman
Superman's power levels have jumped around even more than the Hulk's over the years, but every time he's faced the Hulk - in Superman and Spider-Man, in DC vs. Marvel and in The Incredible Hulk vs. Superman - he's had the edge. The narrator in Superman and Spider-Man concedes that things might've been different if the Hulk had been enraged past all reason, but Superman has plenty of time to figure things out. The third match was more even, but the DC vs. Marvel match indicates the real reason Superman always beats the Hulk. The outcome was determined by fan voting, and fans just liked Big Blue better.
