One of Hulk's more recent deadliest enemies would have to be Dario Agger, the minotaur CEO of Roxxon. He used his considerable assets and worldwide media coverage to take the fight to the Devil Hulk, even going so far as to create monsters for him to fight, but it got out of hand when Xenmu was unleashed.

Xenmu is the original Hulk in Marvel Comics, having appeared in Journey into Mystery #62 all the way back in 1960. He returned in a big way in Immortal Hulk #30 to take on the Devil Hulk. Xenmu was spurred on by Agger, who used him to his benefit, and part of that meant feeding his assistants to the hairy beast.

Unfortunately, anyone who Xenmu eats doesn't go through the normal process of being killed, eaten, digested, and plopped. Instead, when Xenmu eats someone, they are converted into creatures somewhat like Xenmu, but it's much worse than that.

They become cyborgs with glowing eyes, and while they nourish the hairy Hulk, they also become the creature's servants. So, anyone Xenmu eats not only goes through the horrific process of becoming the monster's food, but they also become his unwilling servants who are mutated into disfigured cyborgs, making death an ideal alternative.
