9. Gentleman Ghost
"Gentleman" Jim Craddock was a notorious Highwayman in 19th Century England. It was prophesized that he would one day transcend death and so after he was eventually hanged, he returned as a ghost
Since then he's used his afterlife to continue his criminal career and been a recurring foe for the Justice Society of America and Hawkman (in one version of his origin, Hawkman was the one who killed him in an earlier life).
As a ghost, Craddock can turn intangible and invisible and fire bolts of spectral energy. He also uses a pair of flintlock pistols that he can pull out of thin air. In one story, he completed the prophecy and fully returned to life, also gaining the ability to summon a horde of ghosts.
Gentleman Ghost also proved his credentials on the often overlooked Batman: The Brave and the Bold, serving as one of the Dark Knight's main antagonists throughout the first season. Over the course of the show, he buried Batman alive, summoned an army of the undead and even fought a time-displaced Caped Crusader as Jim Craddock.
More importantly though, no other villain can pull off a look as dapper as a floating top hat and monocle.
