9. Mr. Quimper
There's a very good chance that this particular villain won't remain obscure for long, as with so many other 'indie' comic book series being adapted for TV, there's a pretty good chance that we'll be seeing Grant Morrison's The Invisibles in a bright and shiny Netflix series sometime soon.
For a creature with such a delightfully whimsical sounding name, Mr. Quimper is anything but fun. A member of the Illuminati-like Outer Church - a secret organisation led by actual demons - Quimper owns a particularly unsavory strip club, where he apparently coerces his employees into grotesque situations like filming adult films with alien creatures.
His powers are even worse, as Quimper recruits minions by making people relive their worst memories, using this pain to drive his victims into suffering so intense that they willingly allow the man to take control of them in order to no longer suffer.
