8. Rebuilt Gotham - Batman: No Man's Land

I wish I could say that No Man's Land seems unrealistic as a concept, but frankly I'm just waiting for the chance to scratch "American Government forcibly secedes major American city after a cataclysmic earthquake" off my 2020 bingo card.

Yes, jumping off from the event comic Cataclysm, Gotham is left in complete ruins, with the US government soon making things somehow worse by declaring it No Man's Land and leaving the population behind at the mercy of the supervillains.

Only Batman, Oracle, Commissioner Gordon, and newcomer Cassandra Cain can maintain order.

But how do you get out of a situation like this? Well, you have someone on the outside with the means of twisting government arms until they do what you want, of course.

Enter Lex Luthor.

Using his money and resources, Lex is able to rebuild the city from the ground up and eventually get Gotham reinstated as an American city again. Of course this was all a plan to endear him to the public while he planned his entry into politics, but that doesn't necessarily negate the good he did for Gotham.
