Maxwell Dillon was struck by lightning while atop a pylon one day while he was helping out a fellow lineman (for a fee), but instead of dying as anyone else might have, he was turned into a living electrical capacitor capable of transmitting electricity in deadly bolts.

He also gained the ability to turn himself into a being of pure electrical energy, which made it possible for him to travel via electrical wires and outlets. Battling Electro is no easy task since he can easily escape through wires, turn into intangible energy, and fire off lightning bolts, but fortunately, Spidey usually had a plan.

Rubberized suits are one thing, but when it comes to handling a powerful villain who is nothing but pure power, it's not necessarily easy. Electro got a few upgrades over the years, and after some experimentation, his power level was increased drastically, making him even more powerful.

He gained the ability to absorb and even create a limitless supply of energy, but more than that, he could manipulate the electromagnetic fields around objects to move them at will. These abilities enhanced his powers exponentially making him an even tougher foe for Spider-Man to contend with.
