4. The Thinker

Five individuals have taken on the mantle of the Thinker over the last 80 years, and all of them have posed significant intellectual threats to the Scarlet Speedsters.

For the purposes of this entry, the focus will be shifted to the most prominent incarnation, Clifford DeVoe.

DeVoe was Keystone City's District Attorney at the turn of the 20th century and after a failed case, he decided to work with the mob as a 'thinker'. This role saw him craft alibis for the mob to ensure they avoided jail time. After a failed confrontation with Jay Garrick, DeVoe began to create devices that would level the playing field against the speedster, chief among them was his Thinking Cap.

Following his death (due to cancer from said Cap), he was succeeded by Cliff Carmichael, Desmond Cooper, and an AI that was created from DeVoe's brainwaves from the Thinking Cap.

They went up against the likes of Firestorm and Batman and joined the Suicide Squad and the Secret Society of Supervillains.
