3. The Turtle

The Turtle is seen as the inverse of the Flash, as his whole approach revolved around committing crimes in an extremely slow and methodical manner. He was initially powered by devices that enabled him to slow down individuals and tamper with their ability to register motion.

Once a wealthy scientist, the Turtle was the first villain the Flash faced that relied on a gimmick (his slowness) and clashed with the hero a few times, before fading into obscurity. However, his exploits inspired a second Turtle, whose efforts prompted the original to return to villainy.

He later gained the ability to steal speed, a skill that was useful in slowing down his speedy foes. Following the DC Rebirth event, he was revised to be empowered by the Still Force, the Speed Force's less propulsive counterpart. It gave him immortality, increased his physical strength, and enabled him to absorb energy as well as negate it.

This boost in power made him a formidable foe and earned respect from villains such as Lex Luthor and Gorilla Grodd.
