While this wouldn't have been anywhere near as weird were the robot to have merely looked like a Dalek, it's explicitly called a Dalek in the comic, which is what makes the whole thing so surreal in the first place.

After all, it's clearly not literally the exact same thing a Dalek is - because it isn't an alien, just a lifeless robot. And so, the implication is... that the Doctor Who show exists in the Punisher universe? That the janitor who creates this Dalek goes on to create a hit sci-fi series? It's one of those things that gets more confusing the more you try to think about it.
