8. Jack-in-the-Box
Unlike most of Batmans villains, Jack-in-the-Box doesnt say any witty one-liners (mostly on account of the fact that he doesnt have a tongue) or boast any strange powersunless you count being extremely flexiblebut he is still one of the strangest villains to ever be featured on the pages of a Batman story. Everything from his jester outfit to his creepy smile is strange (and scary). Jack-in-the-Box may not have the Jokers charisma, but he does have his uncanny ability to make small children run away in fear.
