2. Uni-Power Hulk
Over the years, the Uni-Power of Captain Universe has found its way to Bruce Banner/Hulk a couple of times. The first time this happened, the two were separated, and Banner received the Uni-Power absent the Hulk. He even faced off against his green alter-ego while empowered.
More recently, in Captain Universe #1, the power found its way to the Hulk while he was in control of their body. Both entities were given the Uni-Power, and the Hulk's skin turned blue. While in possession of the Uni-Power, the Hulk is able to calm himself down more easily, which saves a lot on property damage.
Uni-Power is no joke in the Marvel Universe, and while it's gone to a plethora of superheroes over the years, giving the Hulk the upgrade managed to produce the strongest and most powerful version possible. His strength was boosted exponentially.
The Hulk may be the strongest there is, but add a cosmic component, and he goes from being the strongest on Earth to be the strongest in the cosmos. Of course, it wasn't to last, and the power left him shortly after helping him defeat a bunch of robots, but for a brief moment, the Hulk was the strongest being in the universe.
