3. Vandal Savage
Vandal Savage has an almost unfair advantage over many other villains when it comes to their kill count, in that he's been alive for fifty thousand years, and thus has had a little longer to amass a good couple murders.
Not that Savage has been taking it slow, as he's been a mass murderer since he was a caveman, and has continued to murder at a constant rate since then. Vandal has killed to the point that it's practically part of his daily chores, like a particularly gruesome skincare routine.
Strangely, the most sickening part about this huge kill count is that it... almost seems boring. You'd think after forty thousand years, stabbing a guy would actually get pretty dull, and yet the immortal villain carries on regardless. Perseverance is key to being a villain, we suppose.
