One of the most common misconceptions people have about Captain America is that's he's got superpowers. It makes sense seeing what he's capable of doing, but the whole point of the Super Soldier Serum wasn't to turn a regular man into someone with superpowers.

The Super Soldier Serum unlocked a human's full potential, which means that Steve Rogers' abilities are the result of what a human being's body would be capable of at full potential. His stamina, strength, reflexes, eyesight, and every other aspect of Rogers' anatomy is simply the best it can possibly be.

That means that Captain America isn't bulletproof (he doesn't carry that shield for the fun of it), he can't leap tall buildings at a single bound, and he doesn't possess superhuman speed. That being said, he's faster, stronger, and more capable of doing anything than any other human being on the planet. His mind was even enhanced to peak performance, which is why he can think himself out of any situation he finds himself in as a master tactician.

In some ways, he has superpowers when compared to a regular person, but the idea is that his physical and mental conditioning are achievable by anyone... in theory. Most people don't get a Super Soldier Serum they can take to get there, but it is theoretically possible.
