Such is the extent of Lex Luthor's wealth, he can essentially do whatever he wants with whoever he wants - and that includes hiring Amazons to provide services for him. There have been at least two instances where this has been the case, such as his hiring of Mercy and Hope - two Amazonian warriors - as his personal bodyguards and the hiring of an Amazonian warrior to train him in the art of hand-to-hand combat (which means he is actually a very formidable fighter, for the record). You can imagine that it would be Superman's association with Wonder Woman that would have instigated Luthor's utilisation of Amazon warriors (as if to one-up his arch-enemy), although the fact that they are capable of tussling with the Man of Steel makes them even better.
