7. Not Always Commissioner But Always In Charge

After recovering from his gunshot wound, Commissioner James Gordon retired after 20 years on the force, much to the dismay of his subordinates and especially Batman. The pair would still meet at night where the Dark Knight would ask his old friend's advice or for companionship, although Bats would never admit it. Jim encouraged Bruce to work with new Commissioner Michael Akins, something Bats was very hesitant to do.

Gordon was called by the recovered Harvey Dent to stop Batman from killing the Joker over the murder of his long-time friend Thomas Elliott, aka the villain Hush. After much arguing, Jim convinced his friend that is “not what they do” and not “who they are”. James also helped Robin defend an injured Ventriloquist in a hospital infected by a neurotoxin.

In Batman: Legends of the Dark Knight #183, a city-wide gang war had broken out. After speaking with Commissioner Akins, Batman asked James to take control of the Gotham City Police Department. Jim refused and told the World's Greatest Detective that he had no right to ask him to do that.

Soon after this, Gordon decided to move away from Gotham. He sold his house to Brad Westwood, secretly Bruce Wayne in disguise, who kept the house just as it was, with the exception of a small Batcave in the basement.
