1. The Jackal
The most shocking entry on this entire list could only be at the top. Considering how crazy the clone saga got before it was even halfway over, it's still surprising that Peter never actually took down The Jackal.
As a refresher for those who aren't aware, the main antagonist for most of the Clone Saga is a former college professor turned supervillain known as The Jackal, a madman obsessed with Gwen Stacy who tried to ruin Spider-Man's life due to being angry at him for not being able to save Gwen's life years ago.
Peter and his clone, Ben Reilly, had to deal with The Jackal over and over to the point of tedium, but it was actually Ben who took The Jackal down instead of Peter.
In recent years, Ben - who turned out to be still alive after being murdered by Norman Osborn - has returned, having inherited the mantle of The Jackal to try and destroy Peter before going back to being the Scarlet Spider. But no matter who holds the mantle, Spider-Man has never really been able to keep his supervillain off his back.
